Su propósito es sustentar la validez de la realización de elecciones por usos y costumbres en ese municipio. El estudio destaca la importancia del peritaje antropológico en el campo político electoral en materia indígena y revela el sentido en que el Estado mexicano se ha pluralizado, pese al alcance limitado de los cambios legales. De esta manera, se conjugan dos dimensiones de la problemática que aquí se abordan, vinculadas al impulso de los derechos colectivos de los pueblos indígenas y al sentido en que la diferencia cultural se convierte en una herramienta en la disputa legal por los mismos.
